Before starting the Streamlined Procedures, gather seven groups of streamlined filing documents: income records for each look-back year, statements for every foreign account with year-end and highest balances, investment and fund statements, pension records, evidence of foreign tax paid, company ownership papers if any, and the personal timeline notes behind your Form 14653 narrative.

Because the Streamlined Procedures are a package, not a single return. You (or your preparer) will produce several years of amended or original tax returns, several more years of FBARs, and a signed certification of non-wilful conduct — all internally consistent. The FBAR net is wider than most people assume. Per FinCEN's guidance on foreign account reporting, it can reach current and savings accounts, brokerage and investment accounts, certain pensions and insurance products with cash value, and accounts you merely hold signature authority over — a business account you can sign on, or an elderly parent's account you manage. The filing obligation is triggered when the aggregate value of all foreign accounts crosses FinCEN's reporting threshold at any point in the year — a low bar that most working expats exceed without realising it.

Evidence of foreign tax paid is what powers the foreign tax credit — the main reason most expats using the Streamlined Foreign Offshore Procedures end up owing little or nothing. Collect local tax returns, assessments, payment confirmations, and employer withholding certificates for each year.
Prior US filings, if any exist, set your baseline: the streamlined route amends filed years and originates unfiled ones, so copies of past returns (or an IRS transcript) prevent double-counting.
Your personal timeline is the raw material for the Form 14653 narrative — the signed statement explaining why your non-compliance was non-wilful. Note down, with approximate dates: when you moved abroad, when each account was opened and why, what professional advice you received, when and how you first learned of your US obligations, and what you did next. Honest, specific, contemporaneous-feeling detail is what makes a credible certification.
